A Waterville man faces charges after allegedly leading police on a low-speed chase on Interstate 95.

Kyle Long, 29, allegedly was driving a black Toyota pickup truck about 25 miles per hour in the passing lane on I-95 southbound in Waterville late Friday morning.

The vehicle came to a stop in the median and police asked Long to exit the vehicle. Police say Long appeared to be impaired or have "possible mental issues."

Long allegedly refused to leave the vehicle. Police say an aggressive dog prevented Troopers from turning off the ignition, and Long drove away.

After a low-speed chase, police forced Long's vehicle into teh median and he was charged with Failure to Stop for a Law Enforcement Officer, Passing a Road Block (Class C), Refusing to Submit to Arrest/Detention, and Violations of Conditions of Release.

He was brought to the Kennebec County Jail where he is being held without bail, pending a medical evaluation.
